Ealing Council is reinventing its service delivery and instructed Actium Consult to programme manage (to a very tight timetable) the accommodation work stream which included:

  • A 20,000 sq m office HQ
  • A new ground floor 2,000 sq m walk in centre
  • A new 150 seat contact centre
  • A training facility
  • A Registry paperless office solution

Actium took quick action to:

  • Prepare and agree a detailed design briefthe new walk in centre for the rationalized local authority estate
  • Appoint a team of designers
  • Appoint and manage a consultancy team
  • Assist with contract procurement
  • Assist with evaluation and selection
  • Appoint contractors

Actium supervised the detailed project definition and set up on the basis of leading best practice in the sector. Actium managed the programme to deliver their new accommodation in the context of best in class design definition, really understanding user requirements, effective space use, flexible working, move management and impact on service delivery.

Actium delivered in 12 months:

  • A business centre with 200 touchdown positions throughout the building see top picture
  • The largest local authority walk-in centre in the UK with 42 counters and
    27 interview rooms (see middle picture)
  • A 150 seat contact centre (see bottom picture)the new open plan office floor layout to facilitate new ways of working and the change management process

Actium also:

  • Managed project costs and kept tightly within budget
  • Prepared an Accommodation Protocol
  • Developed a vision and action plan for flexible working
  • Developed health and safety guidelines
  • Develop a management-training programme - preparing managers for new ways of working
  • Reviewed IT training and remote support in the context of flexible working
  • Assisted with over 1,000 staff moves
  • Advised on document reduction
  • Managed special operational requirements of units with regards to the accommodation offered

Stage 2, involving the refurbishment of four further floors of the building, together with various other works, was delivered on time and below budget at the start of July 2006. The Council is delighted with the results, see below:

Actium Consult acted as lead consultants in delivering a completely new accommodation solution for Ealing Council over a period of two and half years. This involved the rationalisation of our office portfolio in to one building with a major walk in centre for customers and flexible office floors and the introduction of new ways of working to accommodate staff. Actium were the key movers in transforming the accommodation infrastructure of the Council and delivering a complex and highly successful project on time and to budget while the building continued in use. Actium have provided practical, innovative office solutions both in concept and programme management delivery.
