Slough Borough Council's Proposed New Civic Centre

Actium was asked to carry out an initial option appraisal study which validated a series of property options for the Council in relation to their office accommodation which involved a large scale mixed redevelopment of their current offices situated in the Bath Road.

Having received the approval of the Cabinet to our first report we were subsequently asked to prepare a full Business Justification Report of the recommended option which incorporated a detailed design solution by appointed architects, full building costs prepared by quantity surveyors, a detailed project timetable prepared by project managers and a planning assessment prepared by independent planning consultants. The following images were prepared by HLM architects:

we worked up the business justification review and option appraisal of the new civic centre accommodation proposals which were supported by Spend to Save proposals

We worked to assess the optimal use of the site, looking at the different percentage allocations for each use class. The following proposed site plans were then developed by HLM Architects:

we helped to work up massing studies for Slough Borough Ccouncil's civic centre and a mixed use development to the rear which could be funded through prudential borrowing

We also assessed the potential financing options available to the Council, including:

  • Sale and leaseback
  • Spend to save grants
  • Prudential borrowing
  • Traditional mortgaging
  • Including early capital release structures
